A stunning 22 percent of inmates in the federal prison population are immigrants who have either already been deemed to be in the country illegally or who the government is looking to put in deportation proceedings, the administration said Tuesday.
President Trump requested the numbers as part of his initial immigration executive orders.
The 22 percent is much higher than the population of foreign-born in the U.S. as a whole, which is about 13.5 percent.
All told, the government counted more than 42,000 aliens in federal prisons as of June 24.
About 47 percent already face final deportation orders, making them illegal immigrants, and 3 percent are currently in immigration courts facing deportation proceedings.
Almost all of the rest are being probed by federal agents looking to deport them.
Immigrants who commit serious crimes, even if they once had legal status, can have that status revoked and can be subject to deportation, which explains the high number of cases where an alien is still being probed by U.S. Immigration and Customs Enforcement.
The U.S. Marshal Service, meanwhile, is holding about 12,000 “self-reporting” aliens, and almost all of them have already been ordered deported.
Government officials said they’re still working to try to collect information on the foreign-born population in state and local prisons and jails.
Trump aims to tap over $6.5 billion using techniques that are sure to invite legal challenges.
President Donald Trump on Friday declared a state of emergency on the southern border and immediately directed $8 billion to construct or repair as many as 234 miles of a border barrier.
The move — which Trump acknowledged is sure to invite vigorous legal challenges from activists and government officials — comes after Trump failed to get the $5.7 billion he was seeking from lawmakers. Instead, Trump agreed to sign a congressional funding deal that included just $1.375 for border security, an amount he claimed as a victory but said was still “not enough.”
In addition to the funds Congress has appropriated, the White House will seek to redirect $3.6 billion from a military construction fund, $600 million from a Treasury Department drug forfeiture fund and $2.5 billion from a Pentagon drug prevention program, acting chief of staff Mick Mulvaney told reporters Friday.
From the White House’s Rose Garden Friday, Trump said he had to make the move because there was “an invasion of our country with drugs, with human traffickers, all types of criminals and gangs.”
And he lambasted congressional leaders for failing to get him the money he wanted, taking a thinly veiled shot at recently retired House Speaker Paul Ryan, saying people in Congress “should have stepped up.”
“It would have been easy,” Trump said over the course of nearly an hour of remarks followed by a question and answer session. “Not that easy, but it would have been a lot easier. Some people didn’t step up. We are stepping up now.”
The national emergency declaration is being used to tap the largest pot of money — the $3.6 billion earmarked for military construction. The White House is relying on other legal authorities to justify redirections of the other financial resources.
“It’s an all-of-the-above approach,” said a person close to the White House. “He always knew Congress was never going to give him the money he needed.”
But even as Trump made the border announcement on Friday, he focused much of his remarks on other areas he considers clear victories — trade negotiations, the economy and his efforts to denuclearize North Korea. Before even officially announcing the anticipated declaration, Trump took a winding path through the other topics for about 15 minutes.
Still, the border wall strategy is sure to appease his conservative base, which has been clamoring from Trump to win the border security funding he has vowed to obtain.
As expected, congressional Democrats announced they would immediately challenge the move on an array of fronts.
“The President’s actions clearly violate the Congress’s exclusive power of the purse, which our Founders enshrined in the Constitution,” House Speaker Nancy Pelosi and Senate Minority Leader Chuck Schumer said in a statement. “The Congress will defend our constitutional authorities in the Congress, in the Courts, and in the public, using every remedy available.”
The Democratic House is likely to pass a resolution of disapproval to block Trump’s move, which can be brought to the Senate floor and passed by a simple majority under procedural rules. If four Senate Republicans join all Democrats, the measure would be sent to Trump, who would be forced to issue a veto.
Lawmakers are also likely to launch a legal challenge to try and block the move.
The president on Friday said he was aware his emergency declaration will face a court fight, predicting that the matter could go all the way to the Supreme Court. But he forecast ultimate victory, citing the legal battle his administration waged over a travel ban for people from certain Muslim-majority countries. The administration was eventually able to get a third version through the courts after two other attempts were blocked.
“We will then be sued,” Trump said Friday. “And we will possibly get a bad ruling, and then we will get another bad ruling, and then we will end up in the Supreme Court and hopefully we will get a fair shake and win in the Supreme Court, just like the ban.
While Trump’s conservative base is largely supportive of Trump’s emergency declaration, numerous Republicans on Capitol Hill have been privately and publicly urging Trump to avoid such a step, fearful that use of such powers could propel a future Democratic president to take the same step on climate change or gun violence.
Even inside the White House, several aides have worried that a national emergency declaration would set a dangerous precedent — but Mulvaney pushed back against that notion.
“It actually creates zero precedent,” Mulvaney insisted on Friday in a call with reporters. “This is authority given to the president under law already.”
The funds Trump will get from Congress are part of a $328 billion spending billthat lawmakers swiftly passed Thursday to avoid a federal government shutdown before a midnight Friday deadline. The package’s $1.375 billion for border security will go towards 55 miles of physical barrier along the southern border in the Rio Grande Valley of Texas.
White House staffers held a conference call with supporters earlier Friday, telling them construction will begin in Texas and not California, where Trump will likely face a lawsuit from Democratic state leaders, according to someone familiar with the call.
A senior administration official told reporters that its ultimate goal is to repair or build barriers along at least 234 miles of the border.
“We are in the process to make sure that we can make those dollars go as far as they possibly can,” the official said. “And we expect that they will be able to go farther than 234 miles.”
Since 1976, presidents have declared 58 national emergencies. One was declared during the the Iraq war in 1990, and another was invoked after the Sept. 11 terrorist attacks in 2001.
Trump plans to travel to his Mar-a-Lago resort in Florida later on Friday.
Roland J. Bourgeois Jr. was sentenced to 10 years in prison, as well as five years of supervised release in the racially-motivated shooting.

Roland J. Bourgeois Jr., 55, was sentenced to 10 years in prison on Thursday for shooting three young Black men who were trying to evacuate New Orleans following the tragic aftermath of Hurricane Katrina in 2005.
Bourgeois targeted the three young men due to their race after they came into the neighborhood where he lived. The men had gone into the neighborhood to reach a ferry landing that state and federal agencies were using to evacuate victims when Bourgeois shot them.
All of the men were injured in the shooting, with one of the men being struck in the neck and back, and the other two being hit in the arms, back and legs, the New York Times reports.
Court documents detailed that Bourgeois and other white men in the neighborhood tried to prevent “outsiders” from entering Algiers Point, a suburb which borders the Mississippi River, using downed trees to block off the streets near their homes and patrolling the streets with guns.
The three Black men passed a barricade on their way to the ferry and Bourgeois fired his weapon at them. The men ran away, and Bourgeois boasted that he had “got one,” using a racial slur to describe the man, and promised to kill him.
Bourgeois also showed off a bloodied baseball cap that had fallen off of one of the men’s heads.
Bourgeois later told a Black neighbor who pleaded with him to not shoot her family that “anything coming up this street darker than a brown paper bag is getting shot,” according to the Times-Picayune.
When he was initially indicted, he claimed that he thought the men were looting, before later admitting that that was not the case.
Bourgeois was originally charged in 2010 with conspiracy, civil rights violations, obstruction of justice, making false statements and firearms violations, however, his case was delayed all these years as his physical and mental competency to stand trial was evaluated. He was evaluated six times since 2010, the Times notes and was finally declared competent in 2018.
In October 2018, he pleaded guilty to interference with rights and use of a firearm in relation to a crime of violence.
He was sentenced to five years in prison for each count, and will also serve five years of supervised release.
Women incarcerated in a San Francisco jail say they were forced to strip naked in front of male deputies, in violation of state law, according to complaints released by the San Francisco public defender’s office.
In California, strip searches of inmates must be conducted in an area with privacy, and with no one of the opposite sex within sight.
Jeff Adachi, San Francisco’s public defender, filed a formal complaint with the San Francisco Sheriff’s Department in January after hearing reports from women about the searches.
His office collected the stories of 16 women who said they experienced inappropriate strip searches inside County Jail No. 2, which is the only jail in San Francisco city that houses women. About 90 percent of the women held there have yet to be convicted of a crime, Adachi said.
“While strip searches are allowed in a jail or prison setting, they can’t be arbitrarily carried out or carried out in a way that is unreasonable, without any basis,” he told HuffPost. “Based on the reports that we were receiving, the grounds for the strip searches were questionable and the way they were being performed ― with male guards in eyeshot and other inappropriate conduct by the deputies ― raised some red flags for us.”
At least 12 women reported that they were strip-searched in locations where they were visible to male deputies. Most of them asked to withhold their names from the formal complaint due to fear of retaliation.
One woman described how she was asked to get naked, squat, cough and lift up both breasts within eyesight of several male guards and other female inmates. She reported making eye contact with a male deputy during the search. Afterward, she told a lawyer, the deputy informed her and other inmates that he didn’t have a girlfriend and that he found some of them attractive.
Another woman reported that she was searched next to a toilet containing unflushed blood, urine and feces. She worried that being strip-searched near an open door allowed for the jail cameras to film her naked body.
“Our concern is that the sheriff’s department does not appear to be following a consistent protocol in conducting these strip searches,” Adachi said. “Our clients felt like their privacy, although limited because they are in custody, was being violated.”
Many women said they found the strip searches distressing, using words such as “especially degrading,” “humiliating,” “violating” and “unusual.”
San Francisco Sheriff Vicki Hennessy has launched an investigation into the allegations.
Women in jail are the fastest-growing segment of America’s incarcerated population. They are overwhelmingly poor and low-income, and have high rates of trauma, mental and physical illness and histories of substance abuse, according to a 2016 report.

Attorney Michael Avenatti on Thursday claimed he has given a videotape to prosecutors that he said shows musician R. Kelly sexually assaulting a 14-year-old girl.
The high-profile attorney said in a statement that he recently recovered a previously undisclosed VHS tape of the singer, whose given name is Robert Kelly, engaging in multiple sexual assaults of the girl.
“The tape, which is clear, is approximately 45 minutes in length and has never previously been publicly disclosed or, until recently, provided to law enforcement,” Avenatti said in his statement.
Avenatti told HuffPost that the tape was recorded in Chicago in the late 1990s, when Kelly would have been in his late 20s or early 30s. The timing of the sexual acts allegedly seen in the video falls within the relevant Illinois statute of limitations, he said in his statement.
CNN, which viewed the video, said the tape appears to show Kelly engaged in multiple sex acts with a girl who repeatedly refers to what she calls her “14-year-old” body parts. CNN’s description of the video suggests the girl appeared to be actively participating in the sexual acts.
Avenatti provided additional details about the video’s alleged content in a statement later on Thursday, claiming that Kelly can be seen engaging in oral, anal and vaginal sex with the girl in two different rooms on two different days.
“Mr. Kelly and the young victim are both clearly visible throughout the tape as is an identifying mole on the mid to low back of Mr. Kelly on his left side,” Avenatti wrote. “Critically, Mr. Kelly and the victim also verbally refer to the girl as only being 14 on multiple occasions on the video,” he added.
Kelly’s attorney Steve Greenberg said in a statement that he wasn’t aware of Avenatti’s allegations until Thursday.
“I have not been contacted by anyone connected with law enforcement, nor has R Kelly,” Greenberg said in his statement. “Mr. Kelly denies that he has engaged in any illegal conduct, of any kind whatsoever.”
Avenatti is representing three individuals in connection with sexual abuse allegations against Kelly, including victims and witnesses, he told HuffPost. He said he gave the tape to Cook County State’s Attorney Kim Foxx.A representative for the prosecutor’s office told HuffPost that they cannot confirm or deny an investigation.
The description of the tape sounds similar to a video that surfaced in 2002, which reportedly showed Kelly sexually assaulting an underage girl. The 2002 video allegedly showed Kelly urinating on the girl, as does, according to CNN, the tape Avenatti turned over to prosecutors. Kelly was acquitted of charges related to the 2002 incident six years later.
In 2017, BuzzFeed News published an explosive report alleging that Kelly operated an abusive sex cult. The shocking accusations of abuse and sexual assault made headlines again recently with the release of the Lifetime docuseries “Surviving R. Kelly,” which interviewed several women who say they were abused by the musician.

We have influence the world on how to gain freedom for there nation in places like China to Israel . As we continue our plight to get equal rights in this country with white people there has been a shift of power that was once reserved for personal learned people of our race to people that are not so professional and they think the only way to gain our freedom is to make war with whites here in America.

I made note that the lack of opportunities and the chances in life was just as high as it is now as it was in the forties,fifties,and sixties and racism was alot worse then now. We are killing each other in record numbers and that did not happen back in segregation . So why are this happening?
